AffPapa Exposed: 24 Promotions After Regulators Acted — Zero Answers from CEO Levon Nikoghosyan
AffPapa tells the gambling industry that it connects users with verified businesses. InfoBets found 24 occasions when AffPapa promoted, ranked, awarded, certified or otherwise gave visibility to a brand after official regulatory action. AffPapa, CEO Levon Nikoghosyan & every relevant brand were invited to explain. The deadline passed. Nobody replied.

AffPapa sells trust. The public record raises serious questions about whether that trust has been earned.
The authorities’ actions generally concern particular brands, domains, historical operators or jurisdictions. They are not presented as sanctions against AffPapa or Levon Nikoghosyan.
InfoBets sent AffPapa & every relevant brand a right-of-reply request. The deadline was 17:00 CEST on 20 August 2026. No response was received by that deadline or by the publication cut-off on 2 September 2026. No response is not an admission. This report relies on the linked public records.
Five points in plain English
What AffPapa promises the industry
On 2 September 2026, AffPapa’s homepage called itself “The Ultimate iGaming Directory.” It said users could find “verified” affiliates, operators & providers. It displayed “177M+ Monthly traffic,” “2,500+ Affiliates” & “300+ Operators.” Those are AffPapa’s own marketing claims. InfoBets has not independently verified them.
Verified businesses
AffPapa says its directory helps users find verified gambling businesses faster.
Verified operators
Its operator section says users can connect with more than 300 verified operators.
Offers & rankings
It publishes commercial offers, reviews, rankings & referral links.
Awards, sponsorships & seals
It sells or confers visibility through events, awards, sponsorships & compliance pages.
That homepage also displayed report-linked names including BC.Game Affiliates, Linebet Partners, Dafabet Affiliates, Gold Partners, Roobet Affiliates, N1 Partners & Melbet Partners. The question is simple: what checks support the trust signals?
What the records show
InfoBets compared AffPapa’s own pages with records published by gambling regulators & public authorities. The authorities’ actions generally concern a particular brand, domain, historical operator, period or jurisdiction. They do not amount to a sanction against AffPapa or Levon Nikoghosyan unless an official source expressly says so. None of the authorities cited here is presented as having sanctioned AffPapa.
The audit found 30 core files & two Greek addenda. Twenty-two core files contain at least one AffPapa promotional touchpoint after an official action. Both addenda do too. The total is therefore 24. File 5 contains separate 1xBet & 1xBit articles but counts once. Multiple later AffPapa pages within one file do not increase the count.
The strongest AffPapa chronologies
Each box separates the authority’s action from AffPapa’s later activity. That distinction matters.
BC.GAME
Authority action: ACMA formally warned BlockDance B.V. in November 2022. The Dutch KSA acted in 2024. Sweden prohibited Twocent Technology Limited from targeting Sweden without a licence in June 2026. The records concern named entities, dates & jurisdictions.
AffPapa activity afterward: AffPapa renewed the BC.GAME partnership two days after the Australian warning. On 2 September 2026 its profile & referral route were accessible, & its recently updated Bitcoin-casino ranking retained BC.Game Affiliates.
What AffPapa was asked: What checks followed the warning, later enforcement & operator change? Why did AffPapa continue to list Australia among the program’s markets?
Response received: None.
Winning Poker Network
Authority action: The Dutch KSA said Winning Poker Network continued serving Dutch players after earlier enforcement. It later imposed a €1.275 million fine.
AffPapa activity afterward: AffPapa renewed its public relationship with WPN Affiliates after that enforcement history.
What AffPapa was asked: Which legal entity contracted with AffPapa, what was checked, & what changed after the Dutch action?
Response received: None.
22Bet
Authority action: Spain’s regulator recorded action involving TechSolutions Group N.V. & later imposed a €10 million fine plus a four-year disqualification over unauthorised offering that included 22Bet.
AffPapa activity afterward: AffPapa made 22Bet Partners a 2026 sponsor & awarded 22Bet Sportsbook Operator of the Year.
What AffPapa was asked: What did AffPapa verify before the sponsorship & award, & which entity did it assess?
Response received: None.
Boomerang Casino
Authority action: Australian records name Rabidi N.V. & Liernin Enterprises in Boomerang Casino action. A Spanish decision attributes Boomerang-Casino & Boomerang-Bet to Adonio N.V. & records a €5 million sanction.
AffPapa activity afterward: AffPapa retained a Certified seal for Boomerang Partners naming Boomerang N.V.
What AffPapa was asked: How did AffPapa map the four named entities, & what evidence supported the seal?
Response received: None.
N1 Partners / N1 Bet
Authority action: ACMA formally warned Dama N.V. over N1 Bet services in 2023. Later records list additional N1 Bet domains for blocking. Current terms name Stable Tech N.V.
AffPapa activity afterward: AffPapa published another N1 Partners marketing case study on 2 September 2026, after earlier renewals & directory promotion. This new article is a later documentary update.
What AffPapa was asked: What checks did AffPapa perform after the Australian action, & how did it verify the operator & mirror-domain changes?
Response received: None.
RocketPlay
Authority action: ACMA formally warned PULSUP LTD in March 2026 over gambling advertising connected with rocketplay.com.au. The warning was about advertising, not a finding that PULSUP operated an unlawful casino.
AffPapa activity afterward: AffPapa retained RocketPlay partnership material & a compliance page naming PULSUP LTD.
What AffPapa was asked: Did the warning trigger a reassessment, & what did AffPapa mean by its compliance signal?
Response received: None.
JackBit / Jack.com
Authority action: ACMA formally warned Ryker B.V. in April 2026 over JackBit & later blocked jackbit.com.
AffPapa activity afterward: AffPapa kept its JackBit collaboration & affiliate offer accessible, then gave the rebranded Jack.com a 2026 award.
What AffPapa was asked: What checks were repeated after the warning, block & rebrand?
Response received: None.
Linebet
Authority action: Lithuania’s record connects Aspro N.V. & linebet.com to a 2020 Vilnius court decision. A current Curaçao certificate corroborates the operating entity for linebet.com.
AffPapa activity afterward: AffPapa retained a profile, negotiated offer, ranking, sponsor page & 2026 award for Linebet Partners.
What AffPapa was asked: What jurisdiction checks supported that continuing package of visibility?
Response received: None.
All 32 files & all 33 brand articles
File 5 is one regulator-linked file with separate 1xBet & 1xBit articles. Every row links to a substantive article. Brand history is included because it tests AffPapa’s trust, verification & promotion claims.
| File | Brand | What AffPapa published or retained | What the authority record says | Article |
|---|---|---|---|---|
| 01 | BC.GAME | Active promotion confirmed on 2 September 2026. AffPapa has a live profile, join-program link, 4.0 Trust Transparency score & lists Australia among BC.Game Affiliates' markets. Its partnership, renewal & review pages remain accessible. This proves current promotion & referral functionality, not the terms of any present contract. | ACMA formally warned BlockDance B.V. for providing prohibited & unlicensed regulated interactive gambling services through BC.Game. The Dutch KSA also named BlockDance B.V. Sweden's prohibition named Twocent Technology Limited. BC.GAME now identifies Twocent as its operator, but no reviewed source establishes when or how responsibility moved from BlockDance to Twocent. | Full BC.GAME file |
| 02 | Winning Poker Network | AffPapa's June 2026 partnership announcement & September 2024 directory page remain live. The June page says registered affiliates can find WPN Affiliates & discuss collaboration. This supports a current public partnership representation, although its payment & contract terms are not public. | The Dutch KSA named Winning Poker Network as an unlicensed provider serving Dutch players & imposed enforcement followed by a €1.275 million fine. The announcement was made on 14 January 2025, but the fine decision is dated 17 December 2024. The public material does not clearly identify WPN's incorporated legal entity. | Full Winning Poker Network file |
| 03 | 22Bet | AffPapa's 2026 sponsor announcement, award page, affiliate review & double-win article remain live. These establish sponsorship, review & award relationships in 2025-2026, but do not reveal the commercial terms. | Spanish proceeding ES/2024/141 named TechSolutions Group N.V. & recorded unauthorised offering in Spain through 22Bet & other sites. It imposed a €10 million fine & four-year disqualification & records an earlier 2021 sanction. 22Bet's current guide connects its global operation to TechSolutions, while warning that local arrangements can differ. | Full 22Bet file |
| 04 | Roobet | Roobet remains on AffPapa's current Best iGaming Operators page & in its live operator modules. The 2023 page described a year-long agreement, so the present listing proves continued publication but not that the original contract was renewed. | Spain's 2021 decision concerned TEKHOU5 Limited. Roobet's current Curaçao certificate names Raw Entertainment B.V., company 157205, licence OGL/2024/687/0427, as operator of roobet.com. No official source reviewed establishes that Raw assumed TEKHOU5's liability, ownership or control. | Full Roobet file |
| 05A | 1xBet | Ongoing promotion is confirmed through articles dated 19 & 24 August & a ranking updated on 28 August. The 24 & 28 August publications came after the reply deadline. They prove current editorial & referral promotion, but not the underlying payment or contract terms. | The KSA's final €400,000 case named 1X Corp N.V., Exinvest Limited, 1xbet.com & xbet-1.com. A current Curaçao certificate identifies Caecus N.V., company 163779, as operator of 1xbet.com. A Curaçao judgment records 1X Corp's bankruptcy & disputed continuity. Historical 1X Corp conduct cannot automatically be attributed to Caecus. | Full 1xBet file |
| 05B | 1xBit | AffPapa's September 2024 partnership page remains live & says affiliates can find 1xBit in its directory. Its outbound mirror is 1xbit5.com. This supports a historical public partnership & continuing publication; a current contract has not been established. | No cited official finding names 1xBit. The Dutch case named 1X Corp N.V., Exinvest Limited, 1xbet.com & xbet-1.com. AffPapa supplied the historical claim that 1X Corp owned 1xBit. The current Anjouan register instead identifies OCEAVENTURE LIMITED for 1xbit.com & 1xbitx.com. The absence of 1xbit5.com raises a verification question; it is not proof that the mirror is unlicensed. | Full 1xBit file |
| 06 | N1 Bet | Active relationship representation confirmed. AffPapa's 2025 extension says N1 Partners remains in its directory, its 2023 renewal expressly includes N1 Bet, & its current homepage lists N1 Partners with Australia among the displayed markets. On 2 September 2026, AffPapa published a new N1 Partners case study promoting the program’s event results, brand portfolio & commercial terms. This later page was not individually put to every recipient before the 20 August deadline. | ACMA's warnings named Dama N.V. as provider of N1 Bet services during the investigated periods. Current N1 Bet terms identify Stable Tech N.V., registration 160129, under Curaçao licence OGL/2024/161/0191. The new block list includes n1bet7.com & n1bet8.com but does not name the entity behind those mirrors. | Full N1 Bet file |
| 07 | Boomerang Casino | AffPapa's compliance page remains live & marks Boomerang Partners, under Boomerang N.V., as Certified & compliant with its Fair Partnership rules. The original partnership page also remains live. The seal is an AffPapa status, not government approval. | ACMA named Rabidi N.V. in its 2023 warning & Liernin Enterprises Limited in later Australian action. Spanish proceeding ES/2024/140 attributed Boomerang-Bet & Boomerang-Casino to Adonio N.V. AffPapa's seal instead names Boomerang N.V. These companies must remain separate unless continuity evidence is produced. | Full Boomerang Casino file |
| 08 | 7StarsPartners | Active promotion confirmed. AffPapa's current profile has a join-program route, names BassBet & other associated brands, gives a 4.5 Trust Transparency score & lists Australia & Belgium among operating markets. AffPapa also documented 2025 & 2026 sponsorships & a 2026 award. | ACMA warned Stellar Ltd over BassBet & two other services; its later block list includes bassbet-1232.com, bassbet-5412.com & bassbet-6457.com. Spanish proceeding ES/2024/140 attributed several other portfolio brands to Adonio N.V. Neither cited authority names 7StarsPartners itself as the sanctioned operator. | Full 7StarsPartners file |
| 09 | RocketPlay | AffPapa's compliance page remains live with RocketPlay Partners, company PULSUP LTD, status Certified. Its December 2024 directory partnership & January 2022 partnership pages also remain live. The certified company is an exact entity match to ACMA's advertising warning. | On 9 March 2026, ACMA formally warned PULSUP LTD, the same company named on AffPapa's RocketPlay Partners seal, for publishing designated interactive-gambling-service advertisements through Rocketplay.com.au. This was an advertising finding, not a finding that PULSUP operated an unlawful casino. RocketPlayPartners separately names Dama N.V. as casino owner & operator. | Full RocketPlay file |
| 10 | Rolletto | AffPapa's 2021 partnership announcement & 2022 award page remain live. The partnership's outbound rolletto.com link redirects to rolletto.win. This establishes a live historical page & link path, but not a current commercial agreement. | ACMA formally warned Santeda International B.V. over Rolletto, Cosmobet & Velobet & listed rolletto.cc, rolletto.com & rolletto.win among blocked URLs. The warning concerns services supplied in Australia. The AffPapa page establishes continuing publication, not that AffPapa participated in Santeda's conduct. | Full Rolletto file |
| 11 | JackBit / Jack.com | JackBit collaboration article; JackBit lifetime CPA/revenue-share offer; Jack.com bronze-sponsor article; Jack.com award-winner page. | Australia — ACMA: Ryker B.V. was formally warned for providing prohibited & unlicensed regulated interactive gambling services to Australian customers through JackBit & CasinOK. Curaçao — CGA: jackbit.com remains certified to Ryker B.V. The 29 August package recorded Jack.com legal pages naming Data Link Digital B.V. under a licence issued on 15 May 2026. On 2 September that URL redirected to a browser challenge, so InfoBets does not describe it as freshly verified. These are time- & domain-specific mappings & must not be merged without evidence. | Full JackBit / Jack.com file |
| 12 | SlotVibe | partnership article. No longer live (404): former SlotVibe compliance-seal URL. | Australia — ACMA: Dama N.V. was formally warned under section 64A of the Interactive Gambling Act 2001 after ACMA determined that Slot Vibe & other named services involved prohibited & unlicensed regulated interactive gambling services to Australians. | Full SlotVibe file |
| 13 | Playfina | partnership article. Playfina compliance page. | Australia — ACMA: separate formal warnings named Dama N.V. & Strukin Limited in relation to Just Casino, Betandplay & Play Fina. | 14 | Hold N Spin | sponsorship article. partnership article. | Australia — ACMA: Hold N Spin appears in ACMA’s published outcomes under services that provided a prohibited interactive gambling service with an Australian-customer link. The public entry does not identify the provider; no company should be attributed without further evidence. | Full Hold N Spin file |
| 15 | Thunderpick / ThunderPartners | ThunderPartners partnership article. | ACMA’s webpage heading says Paloma Media N.V., but the attached formal-warning PDF is addressed to Paloma Media B.V. & identifies B.V. as the provider. The current CGA certificate also names Paloma Media B.V., company number 146988. | Full Thunderpick / ThunderPartners file |
| 16 | Vave / Vave Partners | Vave Partners partnership article. | Netherlands — Kansspelautoriteit: Chestoption Sociedad de Responsibilidad Limitada was fined €3,082,000 because it offered gambling without the required licence through, among other sites, Vave.com. KSA’s earlier order against Chestoption became final & irrevocable; a recheck found the breaches had not stopped. This does not by itself prove Chestoption was the operator when AffPapa formed its 2023 relationship, or identify the present operator. | Full Vave / Vave Partners file |
| 17 | Power Up Casino | Power Up Casino partnership article. | Australia — ACMA: NovaForge Ltd was identified as provider of Power Up Casino during the 2025 investigation & was found to have provided prohibited & unlicensed regulated interactive gambling services to customers physically present in Australia. Curaçao — CGA: a separate certificate maps powerupcasino.com to Rabidi N.V. & now marks that licence revoked. These time-specific entity mappings remain separate. | Full Power Up Casino file |
| 18 | Buzz Affiliates | 27 April extension; 22 July interview; 23 July one-year extension. | Australia — ACMA: NovaForge Ltd was formally warned for prohibited & unlicensed regulated interactive gambling services including SpiNight, & under a separate warning including Nova Jackpot & Power Up Casino. Buzz Affiliates is an affiliate programme & was not itself named as the service provider in these ACMA findings. | Full Buzz Affiliates file |
| 19 | MelBet | iGaming Club sponsor article; Casino Operator of the Year page; AffPapa directory listing & other promotional articles. | Lithuania: the official list & historical court entry concern melbet.com in Lithuania. Sri Lanka: the Ministry of Digital Economy announced that melbet.com was among unauthorised gambling websites blocked with immediate effect. Curaçao: the current CGA certificate identifies Pelican Entertainment B.V., company number 134359, as operator of melbet.com under active licence OGL/2024/561/0554. The cited record does not support attributing the 2019 Lithuanian conduct to Pelican Entertainment B.V. | Full MelBet file |
| 20 | Linebet / Linebet Partners | partnership article; category-sponsor article; award page; detailed affiliate profile; exclusive offers; homepage rank number six with a 4.5 score. | Lithuania: the official listing connects Aspro N.V. & linebet.com to a Vilnius court decision dated 2 April 2020. Sri Lanka: linebet.com appears in the Ministry of Digital Economy’s immediate blocking notice. Curaçao: the current CGA certificate confirms Aspro N.V., company number 140802, operates linebet.com under active licence OGL/2024/565/0553. The present certificate therefore corroborates entity continuity rather than requiring an unverified-current-operator caveat. | Full Linebet / Linebet Partners file |

Methodology, limits & corrections
InfoBets preserved the source URL, final redirected URL, page title, HTTP status, UTC capture time, local copy or screenshot & SHA-256 hash where technically available. Sources that blocked automated retrieval or returned an error are identified in the audit rather than presented as successfully refreshed.
- The count is file-based. A file qualifies once when a dated AffPapa promotion followed official action. Repeated pages in the same file do not increase the total.
- The report does not say every named brand is unlawful worldwide.
- It does not merge old & current operators without evidence.
- It does not treat no response as an admission.
- Post-deadline discoveries are labelled as later documentary updates.
- Regulator files, fines, warnings, blocks & prohibitions have different legal effects. The linked source controls.
Context appendix
AffPapa’s own pages say Levon Nikoghosyan acquired shares, joined its board in 2022 & later became CEO. PartnerMatrix, Vahe Khalatyan, VenturePapa & BEST WXRLD are included only where they help explain Nikoghosyan’s public authority or AffPapa’s announced funding & structure. No cited official source is presented as finding those peripheral parties responsible for the regulatory conduct described in the 32 files.
Conclusion
AffPapa asks the gambling industry to rely on its verification, rankings, offers, awards, sponsorships & compliance signals. Across 24 files, it gave visibility after official regulatory action but did not show InfoBets the checks behind those decisions. CEO Levon Nikoghosyan did not answer the questions.
