AffPapa announced a WPN Affiliates partnership after Dutch regulators said Winning Poker Network kept serving Dutch players despite earlier enforcement. The €1.275 million fine was for unlicensed offering; inactivity fees & the use of a foreign licence as a trust signal increased its amount. WPN’s incorporated legal entity remains unclear.

Evidence cut-off: 2 September 2026.

What AffPapa published or retained

AffPapa's June 2026 partnership announcement & September 2024 directory page remain live. The June page says registered affiliates can find WPN Affiliates & discuss collaboration. This supports a current public partnership representation, although its payment & contract terms are not public.

What the authority did

The Dutch KSA named Winning Poker Network as an unlicensed provider serving Dutch players & imposed enforcement followed by a €1.275 million fine. The announcement was made on 14 January 2025, but the fine decision is dated 17 December 2024. The public material does not clearly identify WPN's incorporated legal entity.

Chronology

  1. 7 June 2023 — The KSA said WPN had not stopped its unlicensed Dutch offering & was incurring a €25,000 weekly penalty, capped at €75,000.
  2. 6 September 2024 — AffPapa announced that WPN Affiliates had joined its directory.
  3. 17 December 2024 — The KSA issued its €1.275 million fine decision against Winning Poker Network.
  4. 14 January 2025 — The KSA announced the fine & described aggravating factors.
  5. 22 June 2026 — AffPapa announced another WPN Affiliates partnership & said the program was available through its directory.

The question this case raises

What checks preceded the June 2026 partnership? The Dutch decision names Winning Poker Network; its incorporated legal entity remains unclear.
