1xBet & AffPapa: Fresh Promotion After the Reply Deadline & a Final Dutch Fine

AffPapa published fresh 1xBet & 1xPartners promotion on 24 & 28 August, after the reply deadline. The Dutch regulator's final €400,000 case named 1X Corp N.V., Exinvest Limited & 1xbet.com. Today's Curaçao certificate names Caecus N.V., so the operator history must be kept separate.
Evidence cut-off: 2 September 2026.
Correction & source clarification — 5 September 2026. The Dutch sanction was signed on 4 January 2019 & the objection decision on 7 May 2019. The previously stated 25 February & 4 July were later publication dates. The objection left separate €200,000 fines for the two companies, retaining the €400,000 total.
What AffPapa published or retained
Ongoing promotion is confirmed through articles dated 19 & 24 August & a ranking updated on 28 August. The 24 & 28 August publications came after the reply deadline. They prove current editorial & referral promotion, but not the underlying payment or contract terms.
What the authority did
The KSA’s final case left 1X Corp N.V. & Exinvest Limited with separate €200,000 fines, €400,000 in total, over unlicensed gambling through 1xbet.com & xbet-1.com. A current Curaçao certificate identifies Caecus N.V., company 163779, as operator of 1xbet.com. A Curaçao judgment records 1X Corp's bankruptcy & disputed continuity. Historical 1X Corp conduct cannot automatically be attributed to Caecus.
Chronology
- 4 January 2019 — The KSA issued its initial €400,000 sanction decision against 1X Corp N.V. & Exinvest Limited over unlicensed gambling through 1xbet.com & xbet-1.com.
- 7 May 2019 — On objection, the KSA replaced joint liability with a separate €200,000 fine for each company. The appeal was later withdrawn & the decision became final.
- 19 August 2026 — AffPapa published a 1xBet article promoting 1xPartners & linking through reffpa.com.
- 24 August 2026 — After the reply deadline, AffPapa published another 1xBet article & a guide to the 1xPartners dashboard.
- 28 August 2026 — AffPapa updated its Mexico affiliate-program ranking & continued promoting 1xPartners.
The question this case raises
What checks supported the later promotion? The final fines concern 1X Corp & Exinvest; their conduct cannot automatically be attributed to Caecus.
