Flamengo says Brazil betting ban could cost it up to $79m a year
Six related cases also challenge the decree or Brazil’s 2023 betting law, with Justice Fux steering all of them.
The hit
Brazil’s Supreme Court held a public hearing on 3 November on President Lula’s decree banning online betting, according to the Rio Times. Justice Luiz Fux heard football clubs, ministries & the betting industry. Flamengo vice-president Flávio Willeman told the court the ban could cost the club up to BRL 430 million (about $79 million) a year.
Why it matters
Until Fux rules, operators stay offline & betting-exposed companies carry uncertainty. Clubs’ sponsorship income & investor exposure to Brazil hang on his decision.
The record
| Decree signed | 25 September 2026, by President Lula (Provisional Measure 1,394) |
|---|---|
| Operators ordered offline | 5 October 2026 deadline |
| Lead challenge filed | ADI 8027, by the National Association of Games & Lotteries |
| Jobs Flamengo says are threatened | about 1,200 (club estimate) |
| Entities invited to hearing | 26, then revised to 28, per court notices |
What happens next
Justice Fux has not set a date to rule on suspending the decree. Congress has 120 days, paused during recess, to confirm or let Provisional Measure 1,394 lapse.
