Dutch licensed sites take just 59% of gambling revenue
Licensed revenue hit €670m in H1 2026 as account numbers climbed without more players.
The hit
Dutch licensed gambling sites captured around 59% of total market revenue in 2025, up from 54% the year before, according to the Kansspelautoriteit (Ksa) annual report. The regulator estimates around 20,000 people a month gambled only with unlicensed operators in H1 2026, with another 10,000 using both licensed & unlicensed sites, & says the gap between that user base & its share of revenue suggests illegal-site gamblers may lose considerably more on average than those on licensed platforms.
Why it matters
For bettors, the numbers say legal sites are winning more of the wallet. The Ksa says its illegal-market estimates are uncertain & it is still refining its methods. For licensed operators, rising accounts without rising player numbers hints at people juggling multiple logins, which the Ksa says could be connected to consumer responses to net deposit limits introduced in October 2024.
The record
| H1 2026 licensed revenue | €670m / $750m (Kansspelautoriteit) |

| Licensed advertising placements | down 33% to ~50,000 a month (Kansspelautoriteit) |
