Ontario courts $3bn casino investment to open Niagara market

Published: 1 min read

Bidders face a $100m entrance fee plus a 9.75% gaming tax, with initial expressions of interest due by 3 December 2026.

The hit

Ontario is ending MGE Niagara Entertainment’s exclusive grip on the region’s land-based casino market, inviting up to three new operators to bid. The province & the Ontario Lottery & Gaming Corporation announced the process on 28 October, targeting more than $3bn in gaming investment over 20 years.

Why it matters

For operators, this is a shot at Niagara’s casino market, with a steep price of entry. For Ontario, the bet is that competition & tourism spending offset any hit to existing revenue arrangements.

The record

Expressions of interest deadline 3 December 2026 (Ontario government)
Minimum operator investment $1.5bn per operator (OLG)
Entrance fee $100m per operator (OLG)
Gaming tax rate 9.75% on Niagara operators (Ontario government)
Additional private investment Up to $600m could be forthcoming via Destination Niagara Strategy (Ontario government)
Construction jobs forecast over 10,000 jobs (Ontario government)

What happens next

Shortlisted candidates will be invited to submit full integrated resort proposals.
