Utah sues Kalshi as Cruz readies state-control bill
Arizona filed criminal charges against Kalshi in March.
The hit
Kalshi CEO Tarek Mansour wants a single federal rulebook to govern prediction markets, instead of the state-by-state regime some lawmakers are pushing. The National Conference of State Legislatures says more than 20 lawsuits & cease-&-desist actions are pending across the country, filed by state attorneys general, regulators, tribal governments & private plaintiffs.
Why it matters
For bettors & traders, the fight decides whether prediction markets stay open nationwide or face a state-by-state patchwork of lawsuits, a criminal case & a planned federal bill. Mansour argues Kalshi can self-police insider trading because trades are transparent & users flag suspicious activity fast. Regulators & some in Congress disagree, treating the contracts as gambling, not finance.
The record
| Lawsuits & cease-&-desist actions pending | 20+ nationwide (National Conference of State Legislatures) |
|---|---|
| Utah complaint filed | Tuesday, state district court, by Attorney General Derek Brown |
| Arizona criminal charges | Filed in March by Attorney General Kris Mayes, first state to do so |
| Federal bill planned | Sen. Ted Cruz to introduce after the midterms, giving states & tribes regulatory power (Bloomberg Law) |
| Whistleblower response | 100 complaints within minutes after George Santos’s alleged insider trading attempt, Mansour says |
