Quebec PQ win opens door to private iGaming market

It’s undecided which body will regulate all operators, including Loto-Québec.

The hit

The Parti Québécois won Quebec’s election on 5 October on a platform that includes regulating private iGaming, according to Casino.org. The PQ took 59 seats, five short of a majority, with the Liberals, who also backed a private model, forming the opposition with 40.

Why it matters

Loto-Québec is currently the only legal online gambling platform in the province. The Liberals proposed expanding the mandate of the RACJ, the provincial gaming regulator, to license & oversee all online operators, & the PQ told Radio-Canada it would take a similar approach. The Quebec Online Gaming Coalition, which lobbies on behalf of operators including DraftKings, Flutter & Entain, says the reform is gathering a large consensus. Canadian Gaming Association SVP Amanda Brewer said she “wouldn’t use ‘fast’ to describe anything that may happen in Quebec”, & the coalition’s Ariane Gauthier said it “will take some time”.

What happens next

Watch for Quebec to decide which independent body will regulate all operators, including Loto-Québec. Brewer said the province would likely need a conduct & manage entity too, since Loto-Québec is not regulated by the RACJ.
