Ireland regulator & justice ministry clash over €12m budget shortfall
The justice ministry calls the sum a 92% rise on last year, while the regulator says it is still half what it requested.
The hit
Ireland’s Gambling Regulatory Authority says a €13.35m budget, roughly half the €26m it requested, will delay its online casino licensing framework, with operator registration systems now expected in early 2027. The authority has also warned the gap will limit its capacity to police overseas black-market operators serving Irish customers, according to CasinoBeats. It told Justice Minister Jim O’Callaghan in March that it had received around half the funding it sought & that several objectives would be deferred.
Why it matters
For bettors, the delay means fewer near-term checks on operators outside the licensing system while registration systems remain unbuilt. GRAI has already blocked dozens of operators, including two major prediction markets & an international online gambling platform, from serving Irish users. The authority has flagged that limited enforcement could complicate Ireland’s compliance with global anti-money-laundering standards.
The record
| GRAI’s 2026 budget request | €26m |
|---|---|
| GRAI’s 2026 allocation | €13.35m (Department of Justice) |
| Justice ministry’s framing of the rise | 92% increase on prior year (Department of Justice) |
| Extra funding released in August | €2.8m (Department of Justice) |
| Ireland’s estimated annual gambling turnover | €12bn–€14bn (GRAI) |
| Online casino registration systems go live | early 2027 (GRAI) |
What happens next
Watch for whether the Department of Justice grants GRAI’s request to retain millions in application fees paid by operators, & whether the online registration system launches as planned.
