Brazil lawmakers fight to save betting as 13,000 sites face block
Licensed operators paid R$30m for authorisations now due to end as unlicensed platforms keep emerging, according to Yogonet.
The hit
Brazilian lawmakers have filed amendments to save sports betting as the country’s ban on fixed-odds wagering advances, according to Yogonet. At least seven lawmakers want to scrap the prohibition on sports betting while keeping the ban on online casino games, as the government reports more than 13,000 illegal betting sites submitted for blocking in 12 days.
Why it matters
For bettors & licensed operators, the amendments offer a lifeline but no certainty. Congress has yet to set a timetable, & licensed operators are complying with the shutdown schedule as it stands. The regulated sector argues the ban could simply hand demand to operators outside any oversight at all.
The record
| Amendment deadline | 11:59pm October 13, 2026 (Provisional Measure No. 1.394/2026) |
|---|---|
| Amendments filed | At least 58, four withdrawn (BNL Data) |
| Illegal sites submitted for blocking | 13,241 in 12 days, about 1,103 a day (official report) |
| Licensed operator cost | R$30m ($5.6m) paid per authorisation |
| Operator shutdown deadline | December 15, 2026 (SPA/MF Ordinance No. 3.005) |
| Federal betting authorisations end | October 25, 2026 |
What happens next
The measure will start blocking the legislative agenda from November 9 if unresolved, & Congress has until November 23 to deliberate. Momentum is expected after Brazil’s presidential runoff on October 25; Justice Luiz Fux at the Supreme Federal Court has yet to rule on requests to suspend the ban.
