Michigan tribal casino payments plunge 71% as exclusivity fight grows

Michigan tribes are increasingly withholding casino revenue-share payments from the state, arguing that gambling expansion has broken the exclusivity they were promised. Payments to the Michigan Strategic Fund fell 71%, from $52.8m in 2022 to $15.4m in 2025, according to the Michigan Gaming Control Board. The Pokagon Band, operator of the Four Winds casinos, is the latest to join the holdout, according to Crain’s Detroit Business.
Why it matters
The tribes believe Michigan has eroded their exclusivity through the continued expansion of gambling into online lottery games, online casinos, sports betting, horse racing & now prediction markets, according to Casino.org. The gambling landscape has changed dramatically since many of those agreements were negotiated. The state has disputed that reading before: Gun Lake Tribe withheld payments over the iLottery launch, & the dispute ended in a partial settlement in 2016. If tribes keep withholding, the state loses a funding stream, potentially setting the stage for negotiations over what exclusivity means today.
