REGULATION 60-second read

18-year-old lost £4,000 in 8 minutes at L&L Europe site

18-year-old lost £4,000 in 8 minutes at L&L Europe site

The Gambling Commission says the failings were serious & potentially hit licensing objectives.

The hit

The Gambling Commission has ordered L&L Europe to pay £900,000 for breaches including the Consumer Rights Act 2015. The operator, which runs seven sites including allbritishcasino.com & hypercasino.com, used a term letting customers make only one withdrawal at a time, delaying payouts between October 2024 & October 2025. It also manually reviewed every fifth or 10th withdrawal for certain customers under a ‘Fraud & Collusion Policy’, causing further delays.

Why it matters

The Commission has issued various settlements for anti-money laundering breaches in recent months, but this case is a rare use of the Consumer Rights Act. It signals the regulator will pursue unfair small print, not just AML gaps, & comes as the industry lobbies against tougher rules & tax rises. The failings also extended to social responsibility: an 18-year-old lost £4,000 in 8 minutes after registering an account, & a 21-year-old lost £6,500 within 3 days, according to the Commission.

The record

Fine £900,000 (Gambling Commission)
Breach period October 2024 to October 2025 (Gambling Commission)
Licence condition breached 7.1.1 (1), Consumer Rights Act 2015 (Gambling Commission)
18-year-old customer loss £4,000 lost in 8 minutes (Gambling Commission)
21-year-old customer loss £6,500 lost within 3 days (Gambling Commission)

What happens next

L&L Europe accepted the settlement & cooperated with the Commission throughout the review, putting an action plan in place & providing updates to the regulator. Separately, AML concerns identified during the review led the firm to create a new money laundering & terrorist financing risk assessment for Great Britain. Sue Young, the Commission’s Executive Director of Operations, warned the regulator “will not hesitate to act” when gambling is not fair & open.
