PSG finals drove France’s biggest bets in €11.5bn year
ANJ says PSG’s Champions League & Club World Cup finals were the year’s top-stake matches, at €38.2m & €26.7m.
The hit
France’s gambling regulator ANJ says sports betting stakes grew 12% to €11.5bn in 2025, with no major tournament driving the rise. PSG’s Champions League & Club World Cup finals were the year’s top-stake matches, at €38.2m & €26.7m. In the first half of 2026, ANJ found excessive bettors account for more than 80% of wagers on competitions such as the Brazilian, Saudi Arabian, Japanese & Australian leagues.
Why it matters
For bettors, the finding on excessive risk gives ANJ grounds to push operators toward tighter player-protection rules, particularly around in-play markets & obscure leagues where heavy bettors dominate stakes. ANJ says the gap between stakes growth & GGR growth reflects a shift in margins, not punter behaviour.
The record
| Sports betting stakes | €11.5bn, up 12% (ANJ) |
|---|---|
| Gross gaming revenue | €1.7bn, up 10.4% (ANJ) |
| Champions League stakes | up 48.6% on 38% more matches (ANJ) |
| Excessive bettor share | over 80% of stakes on Brazilian, Saudi, Japanese & Australian leagues (ANJ) |
| Capped RTP | 84.67% in 2025 against an 85% cap (ANJ) |
What happens next
ANJ monitors individual sportsbooks’ RTP separately from the market-wide figure, which could flag outlier operators.
